Cyril Ramaphosa ascended to the presidency of South Africa several years ago carrying the excitement and optimism of the country’s rising Black professionals, who saw themselves in him: a measured businessman with intellectual gravitas. He seemed an antidote to the previous administration, which had blasted Black professionals as elitists complicit in the continued white domination of the economy. And Black professionals could play a significant role in the A.N.C.’s demise. during the scandal-plagued tenure of Mr. Ramaphosa’s predecessor, Jacob Zuma, many professionals returned to the party in the 2019 election. They believed that Mr. Ramaphosa could clean up corruption and turn around the sluggish economy, according to interviews with political analysts and Black professionals.

The Supreme Court, Tatel wrote, has “kicked precedent to the curb” and become “a tragedy” for civil rights and the rule of law. When mortgage rates shoot up, as they did over the past two years, many would-be sellers decide they don't want to move after all. AdvertisementAs the Federal Reserve began pushing up borrowing rates in the spring of 2022, hoping to reel in rising inflation, mortgage rates went vertical. So far, this system of pooling together mortgage bonds and selling them to investors is pretty close to the American way of doing things. When US homeowners pay off their mortgages, they have only one option: pony up the amount left on the loan. That's not just good for buyers or sellers or mortgage loan officers — it's good for everyone.

Papi Mazibuko, a 50-year-old library assistant, decided it was time to switch teams and vote for the Democratic Alliance, the leading opposition party in the national elections in South Africa on Wednesday. The neighboring municipality, run by the Democratic Alliance, had a good record of delivering basic utilities. South Africa’s opposition has long failed to inspire voters, political analysts say. will fall below 50 percent of the national vote. A record 51 opposition parties on the national ballot are trying to sell South Africans on the idea that the country would be better off without the A.N.C.

The bombs used in the Israeli strike that killed dozens of Palestinians in a camp for displaced people near Rafah on Sunday were made in the United States, according to weapons experts and visual evidence reviewed by The New York Times. U.S. officials have been encouraging the Israeli military for months to increase the use of GBU-39 bombs in Gaza because they are generally more precise and better suited to urban environments than larger bombs, including U.S.-made 2,000-pound bombs that Israel routinely uses. “This is the smallest munition that our jets can use.”In response to questions from The Times, the Israeli military declined to specify the munition used. With former President Donald Trump highly likely to win Montana in November, many Republicans believe he'll be able to aid down-ballot candidates like Sheehy. AdvertisementTester, a moderate Democrat, has established a political brand that has defied the state's GOP orientation for nearly 20 years. Greg Gianforte, the Montana legislature passed housing and land-use reform bills that overhauled the construction process — and now permit more housing density. The issue is sure to be a major issue for Tester — as well as the eventual GOP Senate nominee — for a state in transition. National Republicans see Montana as one of their best opportunities to win a "red" seat, especially as many transplants left Democratic-dominated coastal states for a more rustic environment.

CNN —The Supreme Court declined Tuesday to hear a number of cases questioning whether state court juries must have a dozen members when they are weighing serious criminal charges. A series of appeals challenging Florida’s use of six-member juries has been pending at the Supreme Court for months. Six states — Arizona, Connecticut, Florida, Indiana, Massachusetts and Utah — allow six- or eight-member juries to decide felony cases. Justice Neil Gorsuch wrote a dissent from the decision to deny the cases. The Supreme Court declined a similar appeal in 2022 from Arizona.

CNN —Hong Kong police have made their first arrests under a newly passed local national security law over social media posts deemed “seditious” by authorities. “Those who intend to endanger national security should not have the delusion that they can avoid police investigation by going anonymous online,” the statement added. The arrests marked the first time Hong Kong’s own national security law had been invoked since it was unanimously passed by the city’s opposition-free legislature in March. The legislation introduces 39 new national security crimes, adding to an already powerful national security law that was directly imposed by Beijing on Hong Kong in 2020 after huge and sometimes violent pro-democracy protests the year before. The local national security legislation covers a raft of new crimes including treason, espionage, external interference and unlawful handling of state secrets, with the most serious offenses punishable by up to life imprisonment.

In his 1937 book, “Kennebec: Cradle of Americans,” the poet Robert Tristram Coffin called Maine’s sprawling river a “paradise for fish.” But pollution and dams that block spawning runs for Atlantic salmon, sturgeon and shad put an end to that world. The Kennebec River now runs mostly clean, thanks to laws that reduced pollution. The commission should order the removal of the dams. Dams are being removed from rivers across the country. Last year, 80 were demolished, reconnecting obstructed waterways with 1,160 upstream river miles.

It just happened,” Kirby told reporters at the White House. Over the weekend, Israel launched an airstrike on a displacement camp in the southern Gaza city, killing dozens and sparking global outrage. Biden has not commented publicly on either development but has been kept appraised of actions inside Israel over the weekend, Kirby said. Kirby suggested the US would look to Israel’s assessment of the incident as it gauges a path forward.

UBS raised its year-end S & P 500 target to 5,600 on better-than-expected earnings growth and falling risks of a recession. The new target Tuesday from strategist Jonathan Golub is tied for the highest on Wall Street with Brian Belski of BMO. UBS notes that earnings growth for the first quarter was expected to be just 4.1% — but is on track to reach 10.6% once all S & P 500 companies have reported. After a series of recent increases, the median target on Wall Street is now 5,300.

Read previewTwo years ago, the University of Georgia football icon and then-Senate candidate Herschel Walker was seen by many Republicans as a future star in the party. Walker, running against Democratic Sen. Raphael Warnock in the Georgia Senate race, won over many establishment politicians. Walker previously contributed $100,000 to the National Republican Senate Committee for a recount fund, and he also gave roughly $400,000 to charities, according to Politico. Brian Kemp — a conservative who clashed with Trump-aligned figures over the 2020 election — has largely bypassed the state party by utilizing his own political committee to fundraise. But Biden is eager to hold Georgia, as his 2020 win in the state was one of the biggest electoral triumphs for Democrats that year.

U.S. officials said on Tuesday that the Israeli strike that killed dozens of Palestinians in southern Gaza was a tragedy but that it did not violate President Biden’s red line for withholding weapons shipments to Israel. “We don’t want to see a major ground operation,” Mr. Kirby told reporters. “We haven’t seen that.”Israeli tanks were on the outskirts of the city “to try to put pressure on Hamas,” Mr. Kirby said. He also offered a measure of specificity about Mr. Biden’s warning to Israel, which critics have said was too vague. The United States is by far the biggest supplier of weapons to Israel, which raises questions about American responsibility as the death toll mounts.

CNN —The Supreme Court on Tuesday declined an appeal from disgraced attorney Michael Avenatti, who argued that his extortion conviction was based on a vague anti-corruption law that shouldn’t apply to lawyers making settlement demands. On his broad point, at least, Avenatti’s argument has picked up some support from members of the Supreme Court’s conservative wing. Avenatti cited the Gorsuch opinion in his appeal and argued that the Supreme Court should invalidate the law. The Biden administration countered that Avenatti’s conduct was well within the plain meaning of the prohibition – in other words, not a fringe case – and that his appeal was foreclosed by earlier Supreme Court precedent. The New York-based 2nd US Circuit Court of Appeals declined to overturn Avenatti’s conviction last year.
